soc/intel/apollolake: enable MONITOR/MWAIT feature for GLK

Make MONITOR/MWAIT the default for GLK.

This will support the intel_idle kernel driver.

Tested on GLK w/kernel 4.11.0 using turbostat to observe
c-state residencies with and without load.
