amd/pi/00670F00: Change to early cbmem init

Add cbmem initialization to romstage and force Stoney to early by
selecting the Kconfig option.  Add cbmem_top() function to memmap.c.
Remove the LATE_CBMEM_INIT-only set_top_of_ram().
