soc/intel/apollolake: Set sdcard cd host ownership

Currently sdcard cd gpio is always owned by the host. Due
to this sdcard detection fails during inital boot process
and OS fails to boot from sdcard.

This implements change in ownership from acpi to host when
kernel starts booting.
