    payloads/GRUB2: Include runtime config file by default
    
    Without a runtime config file GRUB2 provides a recovery console only
    that is barely useful (one has to be familiar with GRUB2 commands and
    enter all necessary commands manually on each boot).
    Therefore, when the GRUB2 is enabled we shall look for a config file on
    default.
