superio/ite/it8728f: Add fancontrol

This adds missing fancontrol registers for the IT8728F, so automatic
fancontrol can be enabled by boards.

It also adds a boolean flag so that we don't stomp over hardware default
settings when the register values are missing in the devicetree config.
