nb/intel/gm45: Add a Kconfig option to add backlight_pwm file to CBFS

This allow the user to specify an overwrite value off the default
backlight frequency using menuconfig.

This uses perl to generate the file which has the advantage that the
value gets updated when an image gets updated.
