    mainboard/bap: Add new mainboard e21XX
    
    Adding next generation of BAPs (http://www.unibap.com/) SOC module.
    Hardware is simular to e20XX,
    but it includes a new AMD G-Series GX-412HC (Steppe Eagle) and
    an updated Microsemi FPGA.
    Code is a copy of amd/olivehillplus with some changes.
    Specialities are:
    -Added SuperIO Fintek F81866D
    -Soldered down DDR3 RAM + ECC
    -Different SPD files for changeable DDR3 clock settings.
    (lowest setting saves up to 1.2W under full load)
    -Soldered down FPGA Microsemi M2S060 using 2 PCIe lanes
    
    Tested with:
    - Payload Seabios 1.9.1
    - Lubuntu 16.04, Kernel 4.4.0
    Known problems:
    -S3 not working
    -IOMMU not working
