    toolchain.inc: Move nocompile around entire check, Comment endifs
    
    Move the check for NOCOMPILE flag around the whole block.  There's
    no need to test COMPILERFAIL if NOCOMPILE is set.
    Comment the endif lines to make it easier to understand.
