    CBMEM: Implement cbmem_run_init_hooks() stub
    
    Until we completely can unify early_variables, use these to
    handle CBMEM update hooks for both romstage and ramstage.
    
    For x86, CAR_MIGRATE serves the purpose of romstage hooks.
