    toolchain.inc: Check toolchain is installed before running it
    
    Toolchain.inc fails with strange shell errors if the CC_$(stage)
    doesn't expands correctly. The cause is that the ARCH_SUPPORTED
    doesn't have the required toolchain for the stage.
