    CBMEM: Replace cbmem_initialize() with cbmem_recovery()
    
    The replacement function confirms CBMEM TOC is wiped clean on power
    cycles and resets. It also introduces compatibility interface to ease
    up transition to DYNAMIC_CBMEM.
