Can flashrom be used safely with external USB WCH CH341A & laptop?

Is there a way to make flashrom  NOT LOOK INTERNALLY  but look at the external usb ports for the WCH CH341A programmer?
I only have a laptop.

Hi,

flashrom can safely be used while the laptop is turned off. For a
meaningful way of recovery you will need a *second* computer to run
flashrom anyway. There are also some pitfalls:
