Much of what you ask for can probably be found in OpenOCD (openocd.org).

It's worth noting that the LM4 is used in some Chromebooks. Perhaps you can see if the firmware and flash_ec update tool in the ChromiumOS EC repository are suitable for your needs: https://chromium.googlesource.com/chromiumos/platform/ec/+/master
