tuxedo_ec: Implement support for flashing ECs on TUXEDO laptops

Add a new programmer supporting TUXEDO Embedded Controllers.
Tested on TUXEDO InfinityBook S 14 Gen6 and 15 Gen6 with EC firmware
updates from IBV.
