This changeset has two functions:
build_new_driver.sh creates a skeleton for a new driver and hooks it up in all the right right places.
reorder-meson.py cross-checks the meson build files against each other and fixes alphabetical ordering in both. In theory, this script could also be used as a commit hook with some minor changes.
