mb/google/rex: Enable uGOP early graphics support

It enables the use of the uGOP PEIM driver to display text information
during pre-memory boot long time operations such as memory training or
CSME update.

Since Write-Protected Read-Only region is almost full, this feature
cannot be currently included WP_RO (aka. COREBOOT) region.

BUG=b:279173035
TEST=Memory training and CSME update use-cases display an on-screen
     message with the exclusion of the recovery flow.
