Makefile: Explicitly set C99 as language standard
Different compiler versions use a different C language standard.
GCC 4.9 uses C89, while GCC 5.x uses C99 [1].
So explicitly set it to C99 as discussed on the mailing list in thread *[RFC] Setting C99 by default*.
