Add method _L61 for Thunderbolt Hot Plug event

This change adds method _L61 for Thunderbolt Hot Plug event in the
GPE scope. The method _L61 invokes sub-method HPEV to support Hot Plug
wake event from Thunderbolt PCIe root ports. This method intercepts
Presence Detect Changed interrupt and make sure the L0s is disabled
on empty slots prior booting to OS.

TEST=Verified multiple hot plug successfully with Lenovo dock.
