mb/ocp/deltalake: Set SMM console log level via VPD

Select DEBUG_SMI and RUNTIME_CONFIGURABLE_SMM_LOGLEVEL.

Tested=On OCP Delta Lake, SMM log level can be changed via VPD variable.
