soc/intel/common/lpc_lib.h: Fix `soc_get_gen_io_dec_range` argument type
Synchronise argument types with SoCs.
Fixes compilation error on GCC 11.0.0 20210210.
Tested on an out-of-tree Acer Aspire VN7-572G (Skylake-U), LGIRx
(LPC Generic I/O Range #x) registers remain the same.
