soc/intel/cnl: Allow enabling/disabling Chap device

Add PCI device definitions to pci_devs.h and allow enabling / disabling
the Chap device depending on the devicetree configuration.

The purpose of this device is not clear, but I would like to add this
for documentation and for anyone who needs that, or knows what to do
with it. According to FspsUpd.h it's disabled by default and coreboot
does not enable it unless it's explicitly turned on in the devicetree.
