util/intelp2m: add Intel Pad to Macro util

A small utility for converting a pad configuration from the inteltool
dump to the PAD_CFG_ * macro for coreboot. Currently, only the Sunrise
PCH is supported. This utility creates gpio.c and gpio.h files in the
./generate directory.

Tested on the following boards:

  - Asroch-H110M-DVS motherboard [1]
  - Kontron mAL10 COMe module [2]
