soc/intel/xeon_sp: Support multiple PCI segment groups

Add support for honoring the PCIeSegment reported in the FSP HOB.

Tested: Enabled 2 segments on ibm/sbp1 (SPR 4S) and booted into
        Ubuntu 22.04. No issues visible in the log.
