mb/ocp/deltalake: Add SMM console log level override

Add VPD variable 'smm_log_level' that can be read and
passed to SMM module. By default is 0 which disables most
of the SMM log.

Tested=On OCP Delta Lake, SMM log level can be changed
via VPD variable.
