mb/lenovo/x131e: add function key support

This enables function keys for X131e.
The SMI handler code is based on google/stout. The ACPI code and event
masks are reverse-engineered.

The ACPI interface of the Quanta IT8518e differs somewhat from the
Lenovo H8. Add a special-case for this mainboard.
