soc/intel/common: Add crashlog records to BERT

When adding ACPI tables, if there are crashlog records from the PMC or
the CPU, they should be added to the ACPI BERT so the OS can determine
when these errors happen and report them.

BUG=b:195327879
TEST=with full patch train, tested CPU & PMC crashlog collection flow;
the BERT table is filled with error record data as expected.
tested on both google/delbin and google/brya0
