Add method _L61 for Thunderbolt Hot Plug event

This change adds method _L61 for Thunderbolt Hot Plug event in the
GPE scope. _L61 method invokes sub-method HPEV to support Hot Plug
wake event from Thunderbolt PCIe root ports. _L61 intercepts Presence
Detect Changed interrupt and make sure the L0s is disabled on empty
slots prior booting to OS.

TEST=Verified multiple hot plug successfully with Lenovo dock.
