sb/intel/bd82x6x: Use common/rcba.h
Make use of: * southbridge/intel/common/rcba.h * southbridge/intel/common/pmbase.c * defines in pch.h
Get rid of dependency to DEFAULT_RCBA.
Tested on Lenovo T520 (Intel Sandy Bridge). Still boots to OS, no errors visible in dmesg.
