Thinking further about this, we already include `chip.h` files. Those might
be a better place to provide the external declaration; wouldn't need a
header file along `static.c` and would shift error messages towards the
dt (a typo in the dt would result in an error when compiling `static.c`
instead of the code that is using the device, what I did here ._.)
